When capturing an alien planet, one cannot underestimate the insurrectionary processes that are undoubtedly seething on its surface. We must tighten the pliers of order and dictatorship so much that not a single living soul squeaks. Or maybe everything will be decided differently and the freedoms will calm the local population and force them to accept the new government.
