Tokyo Babel is an epic visual novel in which Heaven and Hell find themselves together and are now forced to cooperate with each other. Conflicts are no longer appropriate, since the balance of the universe and their own lives depend on their interaction. Therefore, they will have to get out of the situation by any means, otherwise they will only prove even more strongly that the decision to kick everyone out was the right one.

Heaven has been locked up for all the angels, and Hell is suffering a catastrophe from a sudden flood that has inundated almost the entire underworld. Tokyo Babylon has become the only place that can accommodate both sides, as it is a kind of purgatory. It consists of 7 levels, at the top of which is Jacob's ladder, leading straight to Paradise. Having gone through all the stages, angelic beings will be able to prove that they are worthy of returning and that they have atoned for all their past sins. But their plans begin to unravel when a group of pilgrims begin to wreak havoc and madness among the locals in order to prevent the return of world balance.

In Tokyo Babel, the main character is Setsuna, who teams up with the demon Lilith and begins his adventure. Ahead of him lies a clash with both camps, as well as with the minions of the enraged cult. Only the user decides whether to help all members of his kind or first of all save himself and his personal interests, but any choice he makes will affect the fate of the protagonist.
